The search for its own way has driven Belarus back to a reference point – the choice of development path. Cheap energy-based competitiveness is now challenged by the adjustment to new energy prices. After the shock, continuous albeit slow real income growth maintained by the authorities as a part and parcel of a social contract has been downwardly revised. However, while citizens now face a greater degree of economic self-responsibility, the conditions for its proper realization are not yet created. Nevertheless, the ‘architects’ of the Belarusian economic model are forced to make a decisive choice, namely to amend the model themselves or merely wait until it would be corrected (or even altered) by the factors of external origin. The latter include higher energy prices and heightened competition at external markets. Apparently, both policy options are unpleasant, thereby making real policy choice a complicated affair.

Major Macroeconomic Relationships in Belarusian Economy: The Results of Econometric Modelling (PDF/891Kb) [07/05/2007]

The publication analyses major macroeconomic relationships on the basis of original macroeconometric model built by the authors. The model is based on the traditional theoretical assumptions and takes into account specific features of the Belarusian economy. It includes the four sectors of the economy: real, state, monetary and external ones, and describes behaviour of the respective economic actors. Correct specification of the model equations has been ensured by the study of dynamic properties of the data. Long-run relationships have been studied on the basis of cointegration analysis (two-step Engle-Granger cointegration test), while analysis of the short-run relationships has been made on the basis of error-correction models (in case of cointegration between variables). The model has allowed to make retrospective estimates of some hypothetical shocks of variables characteristic of the sectors dealt with in the model.

It provides papers of experts of the IPM Research Center, GET Belarus, the Ministry of Foreign Affairs, the Ministry of Justice, Economic Institute of the National Academy of Sciences and the Ministry of Agriculture and Food.
